The National Highway Traffic Safety Administration (NHTSA), under the U.S. Department of Transportation, was established by the Highway Safety Act of 1970 to carry out safety programs under the National Traffic and Motor Vehicle Safety Act of 1966 (subsequently been recodified under Title 49 of the U.S. Code in Chapter 301, Motor Vehicle Safety) and the Highway Safety Act of 1966.  NHTSA is responsible for reducing deaths, injuries and economic losses resulting from motor vehicle crashes.   NHTSA investigates safety defects in motor vehicles, sets and enforces fuel economy standards, helps states and local communities reduce the threat of drunk drivers, promotes the use of safety belts, child safety seats and air bags, investigates odometer fraud, establishes and enforces vehicle anti-theft regulations and provides consumer information on motor vehicle safety topics.  NHTSA also conducts research on driver behavior and traffic safety, to develop the most efficient and effective means of bringing about safety improvements.

The Safety Forum began in 1996 by Ralph Hoar & Associates as an electronic medium for distributing the results of our varied research projects.  At that time their focus was on issues related to deaths and injuries from motor vehicle crashes.  In January 2000, the focus of The Safety Forum broadened to include deaths and injuries caused by all defective products and hazardous practices.  This site works to encourage government action that will improve product safety, supports attorneys seeking redress for injured clients, assists the media to focus public attention on hazardous or defective products, and develops forums for public discussion and exchange of ideas regarding product safety issues and concerns. 

The Bureau of Transportation Statistics (BTS) is an operating administration of the U.S. Department of Transportation (DOT).  BTS compiles, analyzes, and makes accessible information on the Nation's transportation systems; collects information on intermodal transportation and other areas as needed; and works to enhance the quality and effectiveness of government statistics.   As a statistical agency, BTS is involved in data collection, quality assurance, and dissemination of statistical products. To make statistics accessible, the BTS publishes statistical and other information through a wide variety of distribution channels in both printed and electronic forms. BTS also compiles and disseminates inventories of all transportation data resources available to the public

The federally funded National Crash Analysis Center specializes in vehicle crashworthiness research.  You can search a film library for crash tests, access the archive of 3-D VRML finite element models, or retrieve publications in the Adobe PDF format.

The Insurance Institute for Highway Safety is an independent, nonprofit, research and communications organizations funded by auto insurers and dedicated to reducing highway crash deaths, injuries and property losses.  For over 30 years the Insurance Institute for Highway Safety has been a leader in finding out what works and doesn't work to prevent motor vehicle crashes in the first place and reduce injuries in the crashes that still occur. The Institute's research focuses on countermeasures aimed at all three factors in motor vehicle crashes (human, vehicular, and environmental) and on interventions that can occur before, during, and after crashes to reduce losses.  The Institute's affiliate organization, the Highway Loss Data Institute, gathers, processes, and publishes data on the ways in which insurance losses vary among different kinds of vehicles.

The Society of Automotive Engineers is your one-stop resource for technical information and expertise used in designing, building, maintaining, and operating self-propelled vehicles for use on land or sea, in air or space.  Nearly 80,000 engineers, business executives, educators, and students from more than 97 countries form a network of members who share information and exchange ideas for advancing the engineering of mobility systems.  SAE publishes thousands of technical papers and books each year, and leading-edge periodicals and Internet and CD-ROM products too.   Also posted are numerous meetings and expositions which provide worldwide opportunities to network and share information.

The mission of the Office of the Federal Register is to inform citizens of their rights and obligations by providing ready access to the official text of Federal laws, Presidential documents, administrative regulations and notices, and descriptions of Federal organizations, programs and activities.

This is an index of all of the web pages published by each office within the U.S. Department of Transportation and is updated daily.  This index and search engine is provided in cooperation with the National Transportation Library, the Office of the Chief Information Officer and the various operating units of the U.S. Department of Transportation.

A docket is an official public record. The DOT publishes and stores on-line information about proposed and final regulations, copies of public comments, and related information in the Dockets Management System (DMS). DOT uses this docketed material when making regulatory and adjudicatory decisions. The docketed material is available for review by interested parties.  Specific documents covering the same issues are stored together in a docket. Therefore, a docket may contain several documents relating to the same subject matter. These two terms, docket and document, are used frequently throughout this site. You can think of a docket as the folder, and a document as an item in the folder.  DMS is an electronic, image-based database. The database contains over 800,000 pages of regulatory and adjudicatory information. The information is stored on-line for easy research, and retrieval via the internet.  The DOT Dockets Office is the official focal point for the receiving, reviewing, and processing of adjudicatory and rulemaking material. The Dockets office assigns docket and route numbers, coordinates the publication of documents in the Federal Register, and provides public access to departmental decisions.
